Project Overview
The Windsor Area Sewer Separation Project is a strategic infrastructure initiative aimed at replacing the aging combined sewer system with a modern, separated sewer network. This transformation will significantly improve environmental conditions, public health, and stormwater management across the North Meadows neighborhood for current and future generations.
The MDC is approaching sewer separation in three phases starting with first phase of the project the rehabilitation of the existing main line sewer, manholes, and sewer lateral piping connecting properties to the sewer, effectively providing a new pipe at no cost to the property owners.
Once the sewer rehabilitation is complete, the second phase of the project will replace 2,000 linear feet of existing 12-inch water main that was installed in 1910 with a new ductile iron water main. Natural gas, electric, cable, internet, and telephone utilities in addition to the water and sewer piping are buried under Windsor St., preventing the MDC from constructing the new water main in the street while maintaining both domestic and fire water service to the properties within the project area. After careful thought and several design iterations, it was determined that the only viable corridor to install the new main is below the sidewalk, within the public right of way. In order to construct and maintain the new water main, the MDC is seeking permanent construction easements along the water main corridor on Windsor St.
The third phase of the project will see the construction of a new drain, separated from the sewer to relieve flooding issues that have plagued the neighborhood, as well as providing other benefits. This project will include transferring existing drains and catch basins from the combined sewer to the new main line drain along with new drain lateral piping to each property to reduce flooding issues within the right of way and on private property.
Following the completion of phase three, the area will be restored with new sidewalks, paved roadway, curbing, and driveway aprons at no cost to the property owners.
