OVERVIEW FOR ACCEPTANCE OF NON-DOMESTIC WASTEWATER

Individual commercial and industrial facilities requiring discharge of non-domestic wastewater directed into the MDC’s sanitary sewer system shall submit the necessary wastewater discharge forms to MDC’s Environment, Health and Safety Department (EH&S) as required by the following Connecticut Department of Energy and Environmental Protection (DEEP) General Permits:

  • General Permit for Miscellaneous Industrial User (MIU)
  • General Permit for Significant Industrial User (SIU)
  • General Permit for Groundwater Remediation Wastewater

Wastewaters discharged to the sanitary sewer system in the eight member towns are directed to the MDC’s four water pollution control facilities (WPCF) or Publicly Operated Treatment Works (POTW):

  • MDC East Hartford WPCF located at 65 Pitkin St., East Hartford, CT 06108
  • MDC Hartford WPCF located at 240 Brainard Rd., Hartford, CT 06114*
  • MDC Poquonock WPCF located at 1222 Poquonock Ave., Windsor, CT 06095
  • MDC Rocky Hill WPCF located at 80 Goff Brook Ln., Rocky Hill, CT 06067

*Note, only the MDC’s Hartford WPCF has the capability to receive transported wastewater.

EH&S review of DEEP wastewater discharge forms typically requires 5 – 10 business days for issuance of an MDC approval (required only for SIU and Groundwater Remediation Wastewater).

Overview of General Permit for MIU Wastewater

Commercial and industrial facilities shall submit the required DEEP notification forms to MDC’s EH&S Department as required for the receiving POTW for the following types of wastewater:

A. Process wastewater discharges with a cumulative daily flow of 1,000 – 25,000 gallons per day that meet the following Group I discharge categories:

  • Commercial laundry wastewater
  • Contact cooling and heating wastewater
  • Cutting and grinding wastewater
  • Food processing wastewater
  • Non-destruct testing rinsewater
  • Printing and publishing wastewater
  • Reverse Osmosis reject wastewater
  • Tumbling and cleaning of parts wastewater
  • Water treatment wastewater
  • Other process wastewater
  • Transported wastewater (see next page)*

B. Non-process wastewater discharges with a cumulative daily flow > 5,000 gallons per day** that meets the following Group II discharge categories:

  • Air compressor condensate & blowdown wastewater
  • Boiler blowdown wastewater
  • Building maintenance wastewater
  • Fire suppression system testing wastewater
  • Hydrostatic pressure testing wastewater
  • Potable waste system maintenance or sampling wastewaters
  • Swimming pool wastewater
  • Vehicle maintenance wastewater**
  • Other non-process wastewater
  • Transported Wastewater (see next page)*

*Please note the MDC requires an additional fee for the discharge of transported wastewater to the MDC’s Hartford WPCF.

**All facilities generating any volume of wastewater from vehicle maintenance activities must notify MDC.  The 5,000 gallon per day threshold does not apply to vehicle maintenance wastewaters.

Overview of General Permit for SIU Wastewater

Commercial and industrial facilities shall submit the required DEEP registration forms to MDC’s EH&S for approval as the receiving POTW as required for the following types of wastewater:

A. Process wastewater discharges with a cumulative daily flow of > 25,000 gallons per day that meet the following Group I discharge categories:

  • Commercial laundry wastewater
  • Contact cooling and heating wastewater
  • Cutting and grinding wastewater
  • Food processing wastewater
  • Non-destruct testing rinsewater
  • Printing and publishing wastewater
  • Reverse Osmosis reject wastewater
  • Tumbling and cleaning of parts wastewater
  • Water treatment wastewater
  • Other process wastewater
  • Transported wastewater (see below)*

Overview For Acceptance of Transported Non-Domestic Wastewater and Sludges Program

On May 15, 2003, the Metropolitan District (MDC) 454 Plan was approved by the Connecticut Department of Energy and Environmental Protection (DEEP) under Title 22a of the Connecticut General Statutes to accept, store and treat certain non-domestic (i.e., commercial/industrial) wastewaters and sludges transported to the MDC Hartford Water Pollution Control Facility (HWPCF) by means of an DEEP approved permit.  The MDC HWPCF is located at 240 Brainard Rd., Hartford, CT 06114.  HWPCF is the only MDC facility that accepts trucked wastewater but there are other Publically Owned Treatment Works (POTW) facilities in the state that accept trucked wastewater.

The MDC 454 Plan discusses the procedures to accept transported non-domestic wastewaters and sludges at HWPCF, which are: 1) permitted by the DEEP for treatment at the POTW, and 2) compatible with the wastewater treatment process. 

Individual facilities requesting approval to discharge transported non-domestic wastewater to the MDC’s HWPCF shall obtain approval from the MDC Environment, Health and Safety Department prior to submitting the General Permit wastewater application to the DEEP.  MDC discharge approvals typically require 5 – 10 business days for issuance.
