LIENS
Delinquent water use charges and fees, water/sewer assessments and house connections automatically constitute a lien upon the property and will need to be paid prior to or at the closing if the property is changing ownership.
Continuation of liens are periodically filed on the land records of customers with delinquent balances.
If you discover you have an MDC lien recorded on your property and you want to have it released you will need to have paid the balance due for the time period the lien was recorded. If you no longer have a delinquent balance, then your lien is considered satisfied and is eligible for release. Please note we do not automatically record lien releases when balances are paid in full.
LIEN RELEASE PROCESS
Check for Liens:
If you are unsure if you have a lien on your property review your town’s land records online or in person at the town clerk’s office.
Request a Release: Please mail a copy of the lien(s) that have been satisfied and a check for the lien release fee(s) to:
The MDC, 555 Main St, Hartford, CT 06103 Attn: Lien Release.
*Lien Release fee is $100 per lien. No fee for assessment/house connection lien releases.

and a representative will provide that information.
Please allow 2-3 weeks for the lien release to be recorded on the land records.
